The Procurement Engineer is responsible for the efficient and cost-effective procurement of materials, equipment, and services required for the manufacturing of oil storage steel tanks, adhering to stringent API 650 and other industry standards. This role involves strategic sourcing, supplier management, contract negotiation, and quality assurance to ensure timely delivery of high-quality materials.

Responsibilities:
• Supplier Management:
o Identify, evaluate, and select qualified suppliers for raw materials (steel plates, pipes, fittings, etc.), equipment, and services.
o Develop and maintain strong relationships with suppliers to ensure consistent performance and cost-effective solutions.
o Conduct regular supplier performance evaluations and implement corrective actions as needed.
• Material Procurement:
o Prepare detailed material requisitions based on engineering drawings, specifications, and project timelines.
o Conduct market research and analysis to identify the best pricing and availability of materials.
o Negotiate contracts with suppliers, ensuring favorable terms and conditions.
o Monitor material delivery schedules and coordinate with production planning to ensure timely availability.
o Manage inventory levels and optimize stock to meet production requirements while minimizing carrying costs.
• Quality Assurance:
o Implement and maintain a robust quality assurance system for procured materials.
o Conduct inspections and tests to verify compliance with specifications and standards (API 650, etc.).
o Coordinate with quality control department to address any quality issues.
• Cost Management:
o Develop and implement cost-reduction strategies to optimize procurement expenses.
o Analyze market trends and identify opportunities for cost savings.
o Track and report procurement costs and KPIs.
• Contract Management:
o Review and draft purchase orders, contracts, and change orders.
o Ensure compliance with contractual obligations and manage contract disputes.
o Maintain accurate contract records and documentation.
• Project Support:
o Collaborate with engineering and production teams to ensure smooth procurement processes.
o Provide timely information on material availability and pricing to support project planning.
o Identify and mitigate potential procurement risks.
Qualifications:
• Bachelor's degree in Engineering (Mechanical, Materials, or related field) or equivalent experience.
• Minimum of 5 years of procurement experience in the oil and gas industry, preferably in tank manufacturing.
• In-depth knowledge of API 650 and other relevant industry standards.
• Strong negotiation and contract management skills.
• Proficiency in procurement software and ERP systems.
• Excellent analytical and problem-solving abilities.
• Strong communication and interpersonal skills.
