Description

About the role:

Responsible for all aspects of the control systems, servers, computers, computer network and communication and electronics equipment within the Baggage Handling Systems (BHS) and the Hold Baggage Screening Systems (HBSS) including the data interfaces to other systems (such as BRS, DCS, CUTE, AODB, BRS, and Bl Database). Also, responsible for ensuring appropriate technical maintenance and project activities related to BHS and HBSS. Accountable to provide leadership, guidance to the Operations & Maintenance (O&M) contractor, and BHS&HBSS maintenance team in order to ensure the required system performance, security, and availability.

Key responsibilities:

Ensure technical maintenance and project activities of BHS and HBSS including design, functionality, statistical and data reports (technical operational and end-user operations and maintenance), maintenance management, spare parts management, quality control of maintenance work, upgrades and enhancements to BHS and HBSS as well as related facilities to achieve reliable and efficient operations.

Ensure that the data, interfaces, system, and facilities required for baggage handling related operations within the scope of the department responsibility have an adequate level of IT security and availability to meet operational demands. Derive and execute a scheme to monitor and control the Configuration Management, incident management, and Cyber Security Risk of all BHS and HBSS related equipment according to MATAR established standards.

Utilize significant knowledge of the BHS, IT, OT, and aviation industry trends and development to recommend to the Manager Technical Operations BHS of necessary modifications or enhancements supporting to the data, interfaces, systems and facilities relating to baggage handling including preparation of business cases to ensure compliance with best practices and standards. including cybersecurity for operational technology (OT) in automation, information security management systems (ISMS), Asset Management System (AMS), Quality Management Systems (QMS), Risk Management, Project Management, and any other related areas.

Facilitate innovation to introduce new or improved goods and services for BHS and HBSS.
Derive and execute a scheme to monitor and control the BHS and HBSS Operations & Maintenance (O&M) Contractor's, 3rd party contractors' and other MATAR service provider's service level delivery, spare part selection and usage for all BHS and HBSS related equipment.

Coordinate spare part management and stock level control together with other Airport Department, the 3rd party contractors and the BHS O&M contractors. Coordinate and execute the development, design and system integration together with other Airport Departments and related operators to ensure optimal performance and efficiency.

Consult and support the BH Duty Manager to find the best balance between operational and maintenance requirement to achieve balance between operational and maintenance requirements.

Act as the Department's focal point and expert with regards to IT communication and control system for all modifications or enhancements to the facilities, systems, and interfaces for baggage handling as assigned to ensure alignment with operational needs and effective integration.

Derive and implement SOP related to the operations and maintenance of the IT and control system in the baggage handling to reduce downtime and enhance efficiency. Act as an internal auditor to ensure the implementation and execution of all SH-related SOPs and documents (operational and technical).

Assist the Technical Operations Manager in monitoring and control of the BHS O&M Contractor's maintenance service level and spare parts usage to ensure optimal performance and cost-effectiveness.

Review, coordinate, and approve both planned and unplanned maintenance activities to ensure seamless operations and to achieve the best balance between operational and maintenance requirements. Ensure quality of agreed regular maintenance activities in accordance to the manufacturer guidelines and MATAR standards and policies including a regular random inspection of maintenance activities.

Develop, review, and approve procedures and protocols of BHS and HBSS technical maintenance activities to ensure compliance with equipment manufacturer guidelines and MATAR standards and policies.

Coordinate, review, approve, and participate in testing and commissioning of BHS and HBSS related facilities and systems to ensure they meet operational standards and requirements.

Support MATAR IT internal and external audits for BHS and HBSS OT to ensure success by compiling and coordinating necessary resources. Compile, coordinate, review, approve, as well as develop BHS and HBSS document such as SOP, O&M manuals, as build drawings, design
drawings, training materials.

Develop, implement, monitor, and study the daily, weekly, monthly, and annual throughput and availability statistics and data reports to identify trends, assessing whether these trends are caused by shortcomings in operations or maintenance or are due to capacity constraints to improve system performance and efficiency.
Compile and report escalated risks by recognizing system deficiencies and implementing effective solutions to mitigate potential issues and enhance system reliability.

Liaise with the management of the BHS O&M contractor, HBS equipment contractors, third-party contractor, MATAR IT, other Airport Departments, and related end-users in order to ensure adequate system availability to meet operational demands, MATAR standards and policies, and best balance between operational and maintenance requirements.

Assist the Technical Operations Manager in managing the procurement and acceptance of any product or services including any electronics equipment, computer software and hardware, network equipment, as well as computer simulations models or simulation runs for the department by preparing the required documentation and recommendations to ensure smooth acquisition and integration of new resources.

Compile and report weekly, monthly, quarterly, and annually management summary reports on the BHS and HBSS operational and technical status for the Airport Management using Bl Database and Dashboard where possible to ensure informed decision-making and effective monitoring.

Investigate and conduct root cause analysis for any system failure in coordination with MATAR IT and other airport departments, the 3rd party contractors, and the BHS O&M contractors to identify and implement corrective actions.
Ensure that the Disaster Recovery Plan (DRP) for BHS and HBSS is effective and kept up to date to minimize downtime and data loss during an incident.

Provide functional expertise in subject matter areas, conduct statistical analysis and monitoring, lead continuous improvement initiatives, and develop strategies to achieve Asset Management System (AMS) objectives aligned with the Strategic Asset Management Plan (SAMP).

Demonstrate the practical implementation of the requirements of the HIA Asset Management Policy to comply with the job scope requirements.

Identify tools, techniques, systems and practices to drive development of the business.
Understand AMS principles and objectives to align with the organizational objectives and enhance service delivery.

Effectively handle risks and maximize business opportunities using risk management principles and tools to attain optimal risk ratings and targets.

Lead the identification and delivery of improvement opportunities to enhance performance.
Perform other department duties related to his / her position as directed by the Head of the Department.

Qualifications

About you:

Bachelor’s Degree or Equivalent with Minimum 6 years of job-related experience.
Experience with the design, development, and integration testing of a high-level and low-low level control system in a modern baggage handling system with automatic sortation functions and in-line hold baggage screening system.
Certified LEAN or LEAN SIX SIGMA Green Belt or higher.
Post-Graduate Degree in Engineer or Computer Science.
Experience with the testing and commissioning of a modern baggage handling system with automatic sortation functions and in-line hold baggage screening system
Preferred

Experience with computer network management, configuration management, and user management.
Experience with Cyber security management.
Experience with Artificial intelligence (AI), Machine leaning, and Computer vision
Experience with cloud solution, Software as a service (SaaS), Platform as a service (PaaS), and Infrastructure as a service (IaaS).
Experience in a server and/or network administrator role for an airport system.
Clear understanding of the simulation and emulation techniques in the baggage handling systems or relevant material handling systems.
Able to write a program in a computer language such as C, Visual Basic, Python, R, Java, and/or SOL.
Exceptional Statistical Analysis skill.
