To implement, monitor, and coordinate Lockout–Tagout (LOTO) procedures to ensure safe isolation of electrical systems during construction, commissioning, and maintenance activities at the 130 kV substation site. The LOTO Coordinator will ensure compliance with project HSE standards, client specifications, and applicable KSA regulations.

Key Responsibilities:

Develop, implement, and maintain the project-specific LOTO Program in coordination with the HSE and Electrical teams.
Coordinate with Electrical Engineers, Supervisors, and Technicians to identify energy sources and plan safe isolation methods.
Review and approve LOTO Permits and ensure proper tagging, lock placement, and control.
Ensure that LOTO devices, tags, and documentation are available, maintained, and properly used at all times.
Conduct daily checks to verify ongoing compliance with LOTO procedures at the site.
Maintain accurate logs and records of all isolations and re-energizations.
Provide LOTO training and awareness to site personnel, subcontractors, and new employees.
Coordinate with commissioning teams during energization and de-energization sequences to ensure proper clearance and safety.
Report any violations, near-misses, or unsafe acts related to LOTO to the HSE Manager and take immediate corrective actions.
Support audits and inspections conducted by the Client, Consultant, or regulatory authorities.

Qualifications & Experience:

Diploma or Bachelor’s Degree in Electrical Engineering, or equivalent technical qualification.
Minimum 5 years of experience, including at least 2 years in LOTO coordination on HV / EHV substation projects (≥110 kV).
Strong knowledge of electrical isolation procedures, control of hazardous energy, and HSE systems.
Familiar with SEC / NG standards (Saudi Electricity Company / National Grid KSA) and international safety practices.
