Role Summary:
Lead end-to-end delivery of civil projects as the primary focus, while managing a portfolio of diverse projects (e.g., utilities, structural installations, site development, MEP interfaces, reinstatements, and related works) from initiation and permitting through construction, testing, handover, and close-out.
Serve as the single point of accountability for scope, schedule, cost, quality, safety, stakeholder satisfaction, and commercial performance across assigned projects.
Portfolio Responsibility:
Manage multiple concurrent projects, prioritizing civil works while accommodating other project types as assigned.
Standardize planning, QA/QC, HSE, and reporting across projects; implement common templates, dashboards, and governance cadences.
Balance resources (crews, equipment, subcontractors) across projects; conduct weekly capacity reviews and reallocate to protect critical paths.
Maintain a consolidated risk register, cost forecast, and executive dashboard for leadership and clients; lead portfolio-level change control and claims avoidance.
Establish and chair portfolio reviews with internal leadership and client representatives.
Key Responsibilities
Planning and Delivery:
Develop integrated schedules and cash flows; control baselines, monitor critical paths, and issue recovery plans.
Technical Execution (civil primary): oversee grading, subgrade preparation, excavation, compaction, foundations, drainage, duct banks, pits/handholes, curbs/asphalt tie-ins, waterproofing, and reinstatement with authority approvals.
Cross-Discipline Coordination: manage interfaces with structural, geotechnical, MEP, traffic management, and vendor installation teams as applicable.
QA/QC and Inspections: implement ITPs, Hold/Witness points, material submittals, lab testing coordination, and defect prevention; ensure audit readiness.
HSE Leadership:
Enforce Safety Plans, toolbox talks, site audits, incident reporting, and traffic/public protection measures.
Commercial and Contracts: own BOQ, unit-rate contracts, variations, invoicing/certifications, and collections; align monthly revenue recognition with progress.
Stakeholder Management:
Act as SPOC with clients, consultants, authorities, labs, and vendors; lead clarifications and approvals; arrange site inspections and logistics.
Documentation and Close-Out:
Maintain disciplined document control; deliver As- Builts, test records, and final dossiers accepted by the consultant/client.
Continuous Improvement: drive lessons learned, NCR root-cause elimination, cycle- time reduction, and logistics optimization across projects.
Qualifications and Experience:
Bachelor’s degree in Civil Engineering or Construction Management (Master’s preferred).
10–15 years’ experience delivering civil projects end-to-end in KSA, with proven ability to manage multiple concurrent projects of varied types.
Strong knowledge of civil standards and authority processes (e.g., ACI/ASTM/MOMRAH) and familiarity with relevant guidelines for non-civil scopes.
Demonstrated experience with ITPs, Hold/Witness management, third-party laboratory coordination, and QA/QC systems.
Commercial acumen: BOQ management, unit-rate contracts, change control, revenue forecasting, and claims avoidance.
PMP/PRINCE2 preferred; Saudi Council of Engineers registration is an advantage.
Fluency in English; Arabic proficiency strongly preferred.

CAD viewing tools; familiarity with lab/geotechnical reporting formats.
KPIs and Success Measures:
Schedule adherence: 90% milestones achieved on or ahead of plan across active projects.
Cost performance: portfolio variance within ?5% of approved budgets; controlled variations.
Quality: zero major NCRs; ?95% first-time pass rate at Hold/Witness inspections.
Safety: zero LTIs; ?95% achievement of leading indicators (inspections, toolbox talks).
Testing compliance: 100% of required tests completed and accepted per specification.
Revenue: achieve quarterly recognized revenue targets set by management with ?95% collection within 60 days; forecast accuracy within ?10%.
Documentation: complete As-Builts and test records accepted by client/consultant.
Client satisfaction: positive feedback and fewer than two unresolved escalations per quarter.
