Drilling HSE Superintendent

JOB PURPOSE:
Provide leadership, direction, and technical expertise for all HSE matters related to Drilling & Completions activities, including land drilling, offshore operations, wellsite construction, UBCTD, hydraulic workover, well intervention (slickline, CT, N2, stimulation), and marine base operations. Ensure safe, compliant, and efficient execution of all activities through robust HSE management, risk control, contractor oversight, and continuous improvement of the HSE Management System. The role is a key member of the Drilling & Completions leadership team.

Management/ Supervisory Capacity –
Responsible for HSE oversight of all drilling, completions, well integrity and well intervention operations (onshore and offshore).
Supervises approximately 8 HSE personnel (mainly site-based), including a Senior HSE Supervisor and a Junior Drilling Engineer (HSE Support).
Supports multiple rigs, well intervention units, construction sites, well integrity and marine base operations.
Provides HSE input into tenders and contract awards for drilling, well intervention, H2S, OSR, waste management, and environmental studies.
Ensures compliance with SNOC HSE standards, regulatory requirements, and international best practices.
Provides daily operational HSE support to Drilling & Completions management.

JOB CONTEXT:
The Drilling HSE Superintendent operates within a complex and fast‑moving drilling and completions environment covering land drilling, offshore drilling operations, wellsite construction, hydraulic workover, UBCTD, and a wide range of well intervention and well integrity activities. The role requires continuous coordination with multiple internal and external stakeholders, including Drilling Superintendents, Well Intervention Supervisors, Logistics and Fluids teams, contractor management, and site‑based HSE personnel. The operating environment is characterised by simultaneous operations, high‑risk activities, and geographically dispersed worksites, requiring strong situational awareness and proactive risk management.
The position plays a central role in ensuring alignment between contractor HSE systems and company expectations, particularly during tendering, mobilisation, and execution phases. The role also supports ongoing business continuity planning, emergency preparedness, and the development of ERP documentation for drilling and intervention operations. Environmental compliance, including reporting through Sphera and coordination of waste management and regulatory submissions, forms an integral part of the job.
The Superintendent must balance strategic HSE leadership with hands‑on operational support, often working under time pressure and in dynamic field conditions. The role requires strong interpersonal skills to influence contractor behaviour, drive safety culture improvements, and mentor a diverse team of HSE personnel. As part of the Drilling & Completions leadership team, the position contributes to planning, decision‑making, and continuous improvement initiatives across the department.

Qualifications:
Bachelor’s degree in engineering, Occupational Health & Safety, Environmental Science, or a related technical discipline.
Recognised HSE certifications (NEBOSH, IOSH, IADC WellSharp HSE, or equivalent).
Formal training in incident investigation methodologies (e.g., Kelvin - TOP SET, Sologic, TapRooT).
Training such as H2S/ BOSIET preferred.
Additional training in emergency response, risk assessment, and environmental management is an advantage.

Experience:
15 years of progressive HSE experience in the oil & gas industry, with substantial operational exposure to drilling, completions, and well intervention operations.
Minimum 5 years of site-based rig or similar experience (land and/or offshore).
Demonstrated experience managing HSE for high‑risk operations such as hydraulic workover, UBCTD, well intervention (slickline, CT, N2, stimulation), and wellsite construction.
Proven track record in contractor HSE management, tender evaluation, ERP and bridging document development.
Experience leading incident investigations, emergency exercises, and HSE audits.
Has proven experience of working and being able to operate effectively within a multi‑cultural environment, preferably within UAE and/or Middle East region.

Technical Skills:
Strong understanding of drilling and well intervention hazards, controls, and regulatory requirements.
Competence in PTW systems, TRA development, SIMOPS planning, bow‑tie analysis, Corrective action tracking, and risk register management.
Good understanding of lifting operations.
Ability to interpret and apply HSE standards (API, IOGP, IADC).
Awareness/knowledge in environmental reporting systems (e.g., Sphera).
Skilled in preparing HSE plans, bridging documents, ERPs and mobilisation readiness packages.
