Role Across Career:
Evaluating scope of work and other factors impacting cost of proposal from bid documents; creating pre-tender engineering estimation, cost plans and tender comparisons & recommendation reports
Supervising quantity surveying activities (pre-contract and post-contract aspects) involving estimation, cost plan, BOQ preparation, tendering & documentation, tender pricing, monthly valuation, change management, value management, cost reporting, claim preparation & evaluation, final accounting and life-cycle costing
Preparing: o Monthly cost control reports and presenting them to the management o Interim Payment Applications (IPAs) and getting them certified to Interim Payment Certificates by coordinating with engineer & client and also certifying Subcontractor bills; preparing both manually & updating them in ERP o Annual budget of the project and its revisions from time-to-time along the project period Post Contract
Negotiating & appointing contractor (s) and consultant (s); drafting, evaluating, negotiating & executing various contracts for construction
Studying contract documents including drawings, specifications & bill of quantities in post contract
Reviewing & administering contracts during the various stages of the construction process
Administering main contract & subcontract agreements; issuing notices in line with the contract conditions
Drafting: o Contractual correspondences to Employer & Subcontractors and reviewing the Contractual aspects of both Main Contract and Subcontracts o Notices, Claims (Extension of time and Cost) and preparing its substantiation upstream with the Employer
Assisting Contracts Manager in preparation of interim and final claim particulars
Preparing interim valuations, certification of employer and subcontractor payments and weekly progress, monthly plan
Evaluating upstream Variations to the Employer; identifying the possible claims to the Employer based on site conditions
Monitoring the procurement of materials on site, to ensure that they are within the approved budget
Presenting Forecast to complete on quarterly basis, and putting in place mechanisms to ensure that the works are completed within the forecast
Reviewing and evaluating subcontractor claims/ requests for extraordinary contract variations and provides technical contractual advice to the management on negotiations and favourable closeout of these Subcontracts for the company Pre-Contract
Preparing tenders, including pre-qualifications of tenderers, take-offs, pre-tender estimates, ITT documents
Engaged in pre-bid and post bid meeting for techno-commercial discussion
Analyzing critical and/or high value commercial requirements from uses and handle the development of their contracts while recommending various qualification/ evaluation criteria and negotiation strategies
Proposing contract type and compensation method; advising on the development of tender documents, and finalizing them with Legal, Finance divisions in accordance with company policies
Establishing and agreeing with Supervisor on bidders prequalification criteria; evaluating contractors’ capabilities, recommending bidders list and organizing the submission to concerned for bidders list approval
Providing technical commercial expertise to the Contracts Team in development of invitation to tender and final draft for management approval and issues tender documents
Evaluating: o Technical/ commercial clarifications; conducting site visits with bidders; advising bidders on clarifications concluded during site visits o Exceptions & qualifications to tender documents raised by bidders, obtains Legal, finance & users advices/ comments on the issue and advising bidders
Rendering advice on commercial evaluation of bids & finalizing techno-commercial evaluation; proposing cases for negotiation; defining basis for negotiation and submit for approval; participating & contributing in negotiation meetings
Reviewing and scrutinizing the Letter of Award and the Contract Agreements before distribution and upon acceptance & sign-offs, verifying & recommending acceptance of the performance bank guarantees from contractors
