Contract Management for EPC Projects and other Contracts Project
• Manage a team of Contract administrators and quantity surveyors on a variety of projects, managing the cost elements of various projects from initial concept to final account settlement, the ability to optimize projects costs, time schedules and logistics, implement value engineering, and ensure value for money whilst still achieving and delivering the highest standards and quality.
• Manage and organize training and guidance to senior surveyors and surveyors in the preparation, and production of cost estimates, ensures that the tasks of surveying are delivered in time, works directly with project management and manages to establish minimal survey staff requirements.
Pre - Award
• Develops and issues contracts and services agreements as assigned. Preparing and compiles Tender / agreement (purchase Order / contract) documentation, with Project Team, legal and finance groups to ensure viability, legality, interpretation and ease of administration. Prepares Tender Forms Request (RFT) for respective packages, issues bid request packages to approved bidders, prepare evaluation criteria for approval as per company norms.
• Coordinates and clarify the queries (RFI) of Tenderers, evaluate and prepare the commercial bid summary with recommendation for award of contract. Prepares contract documents for execution with approval from the authorized authorities and company procedures. Maintain Matrix Contract Group Tendering SOP to develop, implement and enhance Matrix groups contract tendering and quotation matter. Post -AWARD
• Lead a team of Contract administrators. Assist the team in implementation of Contract & Commercial Management Procedures for the administration of the Design Services Contract, validates the development and implementation of all contractor procedures for conformity with the Contract. Checks conformity of all documentation called for, including guarantees, performance bonds, insurance and the like with agreed formats and processes as required. Highlight areas of risk such as ambiguities, conflicts or deviations from the scope of work. As when required make recommendations to the Project Manager and Commercial Manager on the mitigation of the risks; closely monitor and ensure compliance with contract terms and conditions and support remedial actions and recommend appropriate adjustments. • Manage a team of quantity surveyors on a variety of projects, managing the cost elements of various projects from initial concept to final account settlement, the ability to optimize projects costs, time schedules and logistics, implement value engineering, and ensure value for money whilst still achieving and delivering the highest standards and quality.
• Manage and organize professional development programs and training for current and future work to Senior Surveyors and Surveyors in the preparation of quantity take off (quantity take off as per POMI,SMM7,CESMM3, NRM2 standards), and production of cost estimates using the required company software, estimating tools and equipment. Ensures that the tasks of surveying are delivered in time, works directly with project management and manages all survey deliverables and approval. Ensuring to establish minimal survey staff requirements and also maintaining the record of training.
• Prepare and review the basic conceptual estimates, services cost estimates and capital cost Estimates. Prepare the bid deliverables and activities.
• Review the Tender document /RFT and rules of tender, Attend the site visit / pre-tender meeting with the Client / Consultant. Prepare feasibility study of the project then bid /no bid exercise is done to decide whether to make submission or not. List the queries to be sent to the Consultant / Client Incorporating the Tender Addenda / Clarifications in the Tender Documents. List the qualifications to be submitted with the Commercial / Technical offers.
• Assist the team for timely management of tender activities, detailing the bid deliverables and tender activities, programming the tendering activities, detailing the scope of works and contents of the project estimate by preparing a list of bid quantities and items.
• Analyze the statistical data, prices of various materials, labor cost, equipment, etc.
listing out the enquiries of the items to be sent to all required subcontractors and suppliers. Follow up for quotations for the enquiries sent items. Evaluate the quotations based on the best technical data and competitive price. Review the detail estimates and correct the inconsistencies if any, ensuring the correctness are validated.
• Preparing the most cost-effective construction strategy & methodology to be adopted, accordingly review the contract program and construction program in Primavera or MS Project for the tender project;
• Review the comparative statement of subcontractors / suppliers for different major items. Assist the rate analysis for all the items. Record and analyses the productivity of manpower and specialized crew works establishing the productivity basis to be utilized in future project estimates and maintain a database of estimate unit rates of manpower, machinery, materials, subcontractor works and specialized works and materials, etc. Pricing for the direct cost and indirect cost of the project is developed based on the strategy of construction and tender guidelines.
• Reviews project scope, pricing, scheduling, and cost reports. Ensures that estimate is in line with market trends and pricing. Develops and manages the risk management strategy relating to Estimation Department.
• If required consults with the engineers, subcontractors, contractors, vendors, etc., on the adjustments or changes that need to be made in the cost estimates and helps in determining the feasibility of the project.
• Works with other disciplines and functions to collect all necessary data on scope and quantities to prepare an accurate estimate in specialty discipline areas, performs analysis on functional input.
• Review the Conceptualizes layouts for the project and review all estimates before they are being submitted. Reviews and completes the bid forms and ensure that they are within the given specifications. Tender compilation, technical writings and formatting and review all document content completing the Tender in accordance with the Instructions to Tenderers.
• Closely monitors the results of the tenders and update them in the tender register. Provide functional support and responsibility for multiple projects and provide managerial responsibility for the Department Operation.
• Establishes and coordinates bidding schedule conducts post-bid review and update the estimates with the result of tender. Compiles relevant reports, and helps in the development of guidelines for future estimates. Actively participates in the management of various tenders.

• Preparing the Variations and Claims against: Price escalation of labour and materials, changes in specifications, laws and regulations governing the Contract, and negotiating with Client to obtain approval for Variations.
• Prepare and submit all contemplated variations and hand over to Client for their estimation and to identify the extent of financial exposure as well as appropriate Time Extension.
• Reviews contractual contract modifications to determine reasonableness of estimated probable cost and verifies that all risk and contingencies have been appropriately applied. Assist in preparing the variations orders from the Client and its impact on Project budget. Review all change orders in accordance with the client’s approval process. Assist in preparing the estimate processes and procedures, estimate narratives, leading estimate project teams, and evaluating the cost information on value engineering analysis and conducting performance reviews for assigned staff.
• Attends cost meetings to review procurement status and change order status with the subcontractors and engineering teams. Assist in preparing the cash flow and project cost reports periodically. Implements cost controls and financial control procedures as outlined in the contracts.
• Preparing the variation for converting low unit rates to profitable, negotiating with Client for obtaining the approvals for star-rates substantiating with evidences.
• Preparing the nominated subcontracts and supplier’s agreement as per Client requirements, negotiating with subcontractors / suppliers.
• Evaluate offers; negotiate workable rates to select subcontractor/suppliers.
• Assist in preparing the statement of subcontractor enquiries, bid summary and negotiations, finalization of Subcontracts Rates and preparation of Subcontract Agreements & Work orders status.
• Prepare LOI, Subcontract Agreements, Prepare Terms of reference for subcontractor agreements and review construction contracts. Prepare Scope of Matrix for the subcontract items.
• Managing the subcontractors to follow the issued Subcontract agreement, negotiating and finalizing the variations to avoid / minimizing the claims of the subcontractors.
• Negotiating with the Consultants on submission/ approval of the alternative materials of the subcontractor Items.
• Assist and coordinate with the specialized subcontractors for submission and material approval from the consultants (as per drawings, specifications and contract documents).
• Conduct time to time meeting with subcontractors to discuss performance and resolve conflicts.
• Prepare monthly subcontract payment applications for certification. Evaluation of Subcontract works, negotiations, and periodical confirmation of Outstanding Payments, if any.
• Leading the team in dealing with Claims Management and assist in Arbitrations and dispute resolution process with legal team of the company.

• Prepare general and Contractual correspondences with the Project Management Consultant/ Clients. Analyze all the correspondence and provide Contractual interpretation and consequences.

Achievement: I work on multi-tasking of projects simultaneously working on Estimation and Contract Management for the Projects. The above mentioned projects were all tendered by me and my team and won the projects after award of projects contract management and quantity surveying for those projects were maintained by me and my team. Also submitted tenders with joint venture in International projects of Qatar, Dubai and Oman. Two Projects were successfully completed in time and while one project handed over ahead of schedule and got appreciated from Client. We have submitted and got approved of claim $40Mn (Claims under the heads of price escalation of labour (like netaqat, basic salary etc.), indirect cost compensation for EOT, interest for late payments of approved invoices etc. Project values increased by $14 Mn due to variation of items and value engineering items and profitability increased by 5%.

RESPONSIBILITIES: Quantity Surveying, Estimation and Contracts Administration
Quantity Surveying and Contract administration
Managing team of quantity surveyors and contract administrators handling 5 projects at a time, able to handle work pressure and deliver the assigned tasks in time as per the management requirement.
• Coordinating with Site Project Mangers, participating in project review meetings for evaluating projects progress. Review and assist the quantity surveyors for quantities take off and measurement of site works from drawings and on site, submission of progress valuations in respect of interim monthly payments certificates to Client in order to maximize cash flow. Review and evaluate subcontractor’s monthly interim payment certificate with respect to the Client approved.
• Review and assist in preparation of Cost schedules for all projects including resource schedules, execution methodologies, milestones, Shop drawings, Cash Flow projections and Project budgets. Review the report statements of resource requirements based on the budgetary parameters, make changes in the same as per revised schedules and budgets.
• Assist in mobilization of resources & follow-up with Subcontractors/Specialized agencies & Vendors etc. Identify & develop alternate vendor source for achieving cost effective execution of site activities & timely delivery of entire project work so as to minimize project cost.
• Value engineering is done with respect to the aspects of the specification in the interests of cost rationalization and improving the Project profitability. Monitoring projects with respect to Cost, Resource Deployment, Time over-runs and Quality Compliance to ensure execution of projects within the time & cost parameters. Track and control cost accruals based with respect to budgets. Achievement : Initiated and prepared all supporting documents of quantities of National Highway Road ( stretch around 5km) which got destroyed during floods of 2005 in Gujarat in our execution area, claimed ( under force majeure contract clause condition) from insurance through Consultant and Client got approved amount of $ 10 Mn and additional claim of amount of $17 Mn got approved from Client towards variation items ( few items with new price rates), value engineering items, price escalation on materials rate and labour rates and compensation for indirect cost expenses for Extension of Time. The Project value increased by 31% and profitability increased by 7%.

RESPONSIBILITIES: Quantity Surveying and Contract administration.
After joining within 8 months I got promoted to from site engineer to Sr. Engineer and made responsible for both Quantity surveying and Contract administration.
Manage Client bill certification, subcontractors and vendor billing certification, minimizing the subcontractor claims, stringent guidelines given to execution team for reducing the wastage of materials and checking reconciliation of materials statements periodically and Completion of works ahead of schedule.
Achievement – The project value was increased by 25% of the Contract value and profitability of project increased by another 10% with variation items, value engineering for the loss items converting to profitable items with star rates and price escalation on materials rate and labour rates.
