Key Accountabilities
Job Specific Responsibilities:
Provide cost estimation services for all engineering projects throughout all project phases.
Evaluate contract variations and participate in techno-commercial appraisals and finalizations.
Assist in preparing techno-economic and feasibility studies, lifetime cost cycles, project cost risk analyses, and update cost data systems.
Support the development of standardized cost estimating procedures, utilizing computer-based systems within an integrated planning and support framework.
Forecast costs and prepare comprehensive project cost outlooks for capital projects, modifications, and maintenance works to ensure adequate funding.
Review project cost estimates from consultants and consolidate with indirect owner costs to develop project budgets.
Provide cost estimates, breakdown structures, and other data necessary for budgets, cost management, and business planning.
Contribute as a Task Force Member for feasibility studies, risk assessments, and optimization studies for new schemes or modifications.

Provide input for departmental/section budgets and assist in implementing approved plans to achieve objectives.

Implement departmental policies, standards, and procedures aligned with company and international standards.
Ensure compliance with applicable legislation and regulations.
Performance Management:
Contribute to achieving departmental performance objectives in line with company frameworks.
Innovation & Continuous Improvement:
Suggest and implement new tools and techniques to enhance operational quality and efficiency.
Recommend process improvements based on best practices and ISO standards.
Health, Safety, Environment (HSE) & Sustainability:
Follow ADNOC Onshore/ADNOC HSE procedures.
Report incidents and occupational illnesses promptly.
Address unsafe practices or conditions immediately by consulting supervisors.
Support emergency responsibilities as per organizational roles.
Exercise STOP Work Authority if unsafe situations arise and comply with all HSE requirements.
Reports:
Provide inputs for cost estimation reports.
Communications & Working Relationships
Internal:
Regular contact with project managers, engineering teams, planning, contracts, and finance departments for cost support.
External:
Interaction with contractors and engineering consultants to support estimation activities.
Qualifications, Experience, Knowledge & Skills
Minimum Qualification:
Bachelor’s Degree in Engineering (preferably Process or Mechanical)
Experience & Skills:
At least 8 years of diversified engineering experience, including a minimum of 4 years in cost estimation within the oil & gas industry.
In-depth knowledge of cost estimation techniques, Cost Breakdown Structure (CBS), and estimation inputs.
Familiarity with CAPEX, OPEX, and lifecycle costing components.
Understanding of ADNOC Onshore costs (e.g., indirect management, PMC, TPI).
Experience with risk assessment and contingency planning.
Professional Certification:
CEP (Certified Estimating Professional) preferred.
