EWI Recruitment is partnering with a leading European consultancy to support a major new railway project in Saudi Arabia. We are looking for an experienced Project Requirements and Standards Manager to oversee, coordinate, and control requirements and standards across the full lifecycle of this landmark rail initiative.

This is a senior-level role, suited for a rail professional with deep experience in heavy rail / mainline projects (Metro and LRT experience alone will not be considered).

Key Responsibilities

Lead and manage the requirements management framework across the project.
Define, implement, and maintain processes for requirements capture, tracking, validation, and verification.
Ensure that all project requirements are fully aligned with applicable rail standards, regulations, and contractual obligations.
Coordinate with design, systems, civil, track, rolling stock, and operations teams to ensure compliance with technical and operational standards.
Support the development, review, and approval of project documentation, including specifications, standards, and technical guidelines.
Establish and manage a requirements database/tool, ensuring traceability from high-level requirements to design, testing, and commissioning.
Provide expert guidance on standards compliance, interoperability, safety, and quality requirements for mainline rail systems.
Participate in technical reviews, audits, and stakeholder meetings with clients, contractors, and authorities.
Report regularly on requirements status, gaps, risks, and mitigation actions to project leadership.

Key Requirements

Minimum 15 years of overall professional experience.
At least 10 years of experience in railway projects, with a focus on mainline/heavy rail.
Metro and LRT-only experience will not be considered.
Proven expertise in requirements management, standards compliance, and systems assurance on large-scale rail projects.
Strong understanding of international and regional railway standards, regulations, and best practices.
Experience working with requirements management tools and databases.
Excellent stakeholder management and communication skills in complex, multi-party environments.
Strong analytical, organizational, and documentation skills.
