The Risk Management Expert will play a key role in overseeing and enhancing the organization’s risk management framework within the IT and Telecommunications environment. Based in Qatar, the expert will be responsible for identifying, assessing, and mitigating risks across business operations, digital infrastructure, and strategic initiatives.
The ideal candidate will bring deep expertise in GRC, regulatory compliance, enterprise risk management, and internal controls, with proven experience supporting public sector and multi-entity organizations.
Key Responsibilities
1. Enterprise Risk Management (ERM) for the Regulatory Sector
Develop, implement, and maintain an enterprise risk management framework
2. Regulatory Compliance Oversight
Establish and maintain a regulatory compliance framework aligned with telecommunications laws, ICT regulations, and national digital policies.
Conduct compliance risk assessments and coordinate with internal departments (e.g., spectrum affairs, consumer protection, competition management, digital policy).
Monitor licensee compliance trends and risks, advising on regulatory interventions and enforcement priorities.
3. Governance Framework Development
Strengthen internal governance policies, structures, and controls to support transparent, accountable, and effective regulatory operations.
4. Business Continuity & Regulatory Resilience
Develop and maintain Business Continuity and Disaster Recovery frameworks, ensuring readiness to maintain regulatory operations during disruptions.
5. Regulatory Risk Analytics & Reporting
Utilize data-driven approaches to identify trends in telecom sector performance, licensee risks, consumer complaints, and compliance breaches.
Enhance risk dashboards, metrics, and reporting mechanisms for senior leadership and government stakeholders.
Support technology-driven risk monitoring initiatives including automated compliance reviews and spectrum monitoring analytics.
6. Sector-Focused Advisory & Strategic Support
Provide risk, compliance, and advisory governance to leadership on strategic regulatory initiatives including digital transformation
Participate in policy development by assessing risk implications of new regulations and licensing frameworks.
Qualifications & Experience:
Bachelor’s degree in risk management, IT, Telecommunications, Business Administration, or a related field.
8+ years of experience in risk management, preferably within the IT or Telecom industry.
Strong understanding of information security, IT governance, telecom infrastructure, and regulatory compliance requirements.
Ability to manage multiple projects, meet deadlines, and work independently or collaboratively.
