Lead HSE Technical Engineer (Offshore Project)
Job Location : Abu Dhabi, UAE
Responsibilities :
• Lead and manage all Technical HSE engineering activities for brownfield offshore platform projects in Abu Dhabi, ensuring full compliance with ADNOC Offshore HSE Standards and UAE regulations.
• Establish, implement and monitor Project HSE Plan, SIMOPS plans, risk registers and bridging documents for demolition, construction, pre-commissioning and commissioning phases.
• Facilitate and lead HSE workshops during design and engineering (HAZID, HAZOP HSE sections, PHSER phases, TRA/Task Risk Assessment, constructability reviews).
• Develop and validate offshore demolition HSE procedures (isolation, LOTO, hazardous material handling, waste controls, hot work controls in classified areas).
• Oversee day-to-day construction and lifting HSE compliance (rigging, crane operations, deck loading, marine spread coordination) and enforce PTW requirements.
• Coordinate HSE for pre-commissioning and commissioning activities (energization, flushing, leak testing, commissioning LOTO, gas testing, reinstatement).
• Ensure offshore crew certification, training and ADNOC competency compliance (BOSIET/T-BOSIET, H2S, medical fitness, PTW competency, LOTO authorization).
• Lead incident and near-miss investigations using RCA and implement CAPA; maintain HSE KPIs, dashboards and safety alerts.
• Execute SIMOPS planning, emergency response readiness, drills, muster and medevac coordination with ADNOC operations.
• Conduct field audits, inspections, behavioural safety observations and ensure timely NCR closure and corrective actions.
• Manage subcontractor HSE pre-qualification, onboarding, method statements, ITP compliance and field performance monitoring.
• Maintain complete HSE documentation for ADNOC audits and project handover including HSE plans, risk registers, safety studies and platform HSE inspection reports.
• Coordinate closely with EPC/Engineering/Construction/Marine/Commissioning teams and ADNOC HSE stakeholders to deliver approved HSE design basis and handover dossiers.

• NEBOSH IGC
• SIL training
• HSE membership
• LOTO authorization
Preferred Qualifications :
• International Diploma (NEBOSH) or equivalent
• Prior ADNOC offshore platform projects (brownfield) experience
• Proven HAZOP, PHSER, QRA, FERA experience
• Experience with Fire & Gas philosophy and SCE performance standards
• Strong stakeholder management with EPCs and OEMs
