Qualification: Graduate Mechanical Engineer / Diploma in Mechanical Engineering
Proven experience in Quantity Surveying and Billing within Oil & Gas subcontracting companies in the Gulf region

Job Summary

The Site Quantity Surveyor (Mechanical) will be responsible for quantity surveying, measurement verification, billing, contract administration, variation management, and commercial control for mechanical construction activities related to Oil & Gas projects. The role involves close coordination with site execution teams, clients, subcontractors, and project management to ensure accurate measurement, invoicing, cost control, and contract compliance throughout the project lifecycle.

Key Responsibilities

Quantity Surveying & Measurement

Verify and re-measure quantities of work in accordance with contract requirements, specifications, drawings, and preambles during all construction stages.
Prepare and maintain Bills of Quantities (BOQ) from isometric drawings, plot plans, layouts, and specifications.
Maintain records and tracking systems for BOQ quantities, measurements, and approved technical drawings.
Check, verify, and maintain records of as-built/site measurements for client approvals.
Calculate final contract values based on approved drawings, documents, final BOQ quantities, and contract adjustment formulae.

Billing & Invoicing

Prepare, submit, and obtain approvals for monthly progress quantities and invoices.
Monitor milestone achievements and payment schedules.
Review and certify subcontractor and supplier invoices.
Ensure timely preparation and submission of progress billing documents to clients.

Mechanical Scope Expertise

Demonstrate strong knowledge and practical experience in:
Piping fabrication and erection
Steel structure erection
Pipeline works
Equipment erection
Testing and NDT activities
Utilize piping fabrication and erection software such as Amogh or equivalent systems.

Contract & Commercial Management

Monitor the performance of subcontract and service contracts throughout the project lifecycle.
Review and validate monthly payment applications and final account settlements.
Prepare and manage change orders for scope changes and pricing revisions.
Assist in preparing change orders for main contracts and subcontract agreements.
Manage variation orders and maintain variation logs.
Prepare and submit new unit rates for missing BOQ items.
Estimate additional work items based on site instructions and variation requirements.

Cost Control & Claims Management

Identify and analyze commercial risks and report findings to the Site Manager.
Calculate balance costs required for project completion.
Prepare financial reports including actual costs and forecast balance costs.
Support negotiations related to claims, disputes, and contractual changes.
Assess supplier/subcontractor claims and prepare counterclaims and defenses.
Review and document contract terms and conditions.

Coordination & Client Interaction

Attend site meetings with clients, consultants, and subcontractors.
Negotiate rates and commercial matters with clients and contractors.
Coordinate with engineering, planning, and construction teams to ensure accurate commercial reporting and documentation.

Required Skills & Competencies

Strong knowledge of quantity surveying principles in Oil & Gas mechanical projects
Expertise in contract administration and commercial management
Familiarity with EPC project execution procedures
Good understanding of construction drawings, specifications, and BOQ preparation
Strong analytical, negotiation, and communication skills
Proficiency in MS Office and quantity surveying/billing software
Ability to work effectively in both onshore and offshore project environments

Preferred Experience
Gulf/UAE Oil & Gas project experience preferred
Experience working with ADNOC or major EPC contractors is an advantage
Familiarity with offshore construction activities and documentation requirements preferred
