Job Purpose:
To manage and lead the Health, Safety, and Environmental functions at the project/site level, ensuring full compliance with legal and client requirements while fostering a strong safety culture. The HSE Manager will oversee the development, implementation, and maintenance of HSE programs and systems across the project lifecycle.
Qualifications:
Education:
Bachelor’s Degree, preferably in Engineering or Science, from a recognized and reputed university.
Professional / Technical Certifications:
Minimum (one of the following required):
NEBOSH General Certificate (GC) or International General Certificate (IGC)
Diploma in Safety / HSE
Preferred/Additional Certifications:
Lead Auditor Certification in ISO 14001 & ISO 45001 (or equivalent)
Other HSE-related trainings/certifications (e.g., Incident Investigation, Fire Safety, First Aid)
Experience:
Minimum 15 years of professional HSE experience.
At least 5 years in a managerial capacity within the Oil & Gas industry, with hands-on experience managing and implementing HSE systems and welfare standards.
Key Responsibilities:
HSE Management:
Ensure effective implementation of project HSE Plan and Procedures based on the area of work and type of activity.
Act as the site HSE representative and liaise with contractors for HSE-related site activities.
Conduct and review risk assessments to identify site-specific hazards and risk levels.
Develop and obtain approval for HSE project-specific plans, procedures, and safety equipment.
Monitor compliance with HSE policies and OSH (Occupational Safety and Health) standards.
Supervise and ensure workers are qualified, trained, and aware of job-related hazards.
Audits, Inspections & Investigations:
Conduct internal and external safety audits and site inspections.
Participate in incident/accident investigations and root cause analyses.
Analyze incident trends and recommend corrective/preventive actions.
Maintain and report HSE performance indicators to senior management.
Coordination & Communication:
Serve as the liaison between client representatives and internal teams on HSE matters.
Organize and lead regular HSE meetings, safety campaigns, and toolbox talks.
Coordinate with engineering, commercial, and operations teams on HSE compliance.
Implement an effective HSE communication system across project teams.
Training & Development:
Plan, organize, and deliver health and safety training programs for employees and subcontractors.
Ensure awareness of site emergency procedures, PPE usage, and hazard reporting processes.
QA/QC Integration:
Ensure HSE considerations are aligned with QA/QC policies and procedures.
Support project QA/QC team to maintain integrated management system compliance.
Skills and Competencies:
Proven ability to lead teams of HSE Engineers, Senior HSE Officers, and Officers.
Strong understanding of HSE Management Systems, risk management, and legal compliance.
Competent in Permit to Work (PTW) systems, gas testing, H2S safety, and breathing apparatus use.
Skilled in developing and implementing annual HSE plans and emergency response procedures.
Experienced in incident reporting and root cause analysis (RCA).
Excellent written and verbal communication skills in English.
Strong interpersonal, leadership, and organizational abilities.
