Davidson Management Consultants have been mandated to recruit a Chief Operating Officer for their client in Dubai, UAE which is a leading outpatient mental health group operating multiple psychiatry, psychology, counselling, neuroscience, and behavioral health clinics across Dubai and the UAE. The organization provides comprehensive outpatient services for adults, adolescents, children, and families through multidisciplinary teams of Psychiatrists, Clinical Psychologists, Counseling Psychologists, Occupational Therapists, Speech Therapists, and other allied healthcare professionals. We are looking for experienced healthcare operations leaders with a minimum of 15 years of progressive healthcare management experience, including at least 7 to 10 years in a senior operational leadership role within a multi-site outpatient healthcare organization. Previous experience in mental health, behavioral health, psychiatry, psychology, neuroscience, rehabilitation, or multidisciplinary outpatient clinics is highly preferred. Candidates must demonstrate a proven track record in scaling healthcare operations, driving revenue growth, improving operational efficiency, leading quality and accreditation initiatives, and managing geographically distributed clinical teams.The Chief Operating Officer will be responsible for providing executive leadership for the day-to-day operations of all clinic locations, ensuring the delivery of high-quality, patient-centered, efficient, and commercially sustainable healthcare services. Oversee the operations of all clinical and non-clinical departments including outpatient services, nursing, reception, customer service, call center, quality, human resources, IT/HIS, finance coordination, facility management, and administrative support functions. Ensure efficient patient flow, minimize waiting times, optimize appointment scheduling, and maximize clinician utilization across all locations. Develop, implement, standardize, and continuously improve operational policies, Standard Operating Procedures (SOPs), clinical pathways, service delivery models, and operational workflows while identifying operational bottlenecks and leading continuous improvement initiatives across the organization.Provide executive oversight for quality assurance, patient safety, clinical governance, infection prevention, regulatory compliance, and accreditation readiness including DHA, JCI, ISO, and other applicable standards. Monitor operational performance indicators, incident reporting, corrective action plans, audit outcomes, and quality improvement initiatives to ensure continuous compliance with regulatory and international healthcare standards. Work closely with clinical leadership to support safe, compliant, and efficient delivery of mental healthcare services while ensuring seamless collaboration between clinical and administrative teams.Partner with the Chief Executive Officer to develop operational budgets, implement cost-control strategies, optimize resource utilization, and improve organizational profitability. Drive revenue cycle optimization through improved insurance documentation, reduction of claim rejections, enhancement of reimbursement processes, and operational support for sustainable financial performance. Lead business planning, service line expansion, new clinic launches, operational integration, and market competitiveness initiatives while supporting digital transformation projects including Hospital Information Systems (HIS), Electronic Medical Records (EMR), automation, and operational analytics.Provide operational leadership for workforce planning, recruitment, deployment, manpower utilization, scheduling, staff performance management, succession planning, and employee engagement in collaboration with Human Resources. Foster a culture of accountability, service excellence, teamwork, and continuous professional development while supporting customer service standards and resolving operational and interdepartmental challenges. Ensure clinicians receive appropriate operational support relating to staffing, facilities, equipment, scheduling, and workflow optimization.Monitor and report key operational performance indicators including patient waiting times, appointment utilization rates, clinician productivity, departmental performance, revenue growth, operating expenses, claims acceptance rates, regulatory compliance, accreditation readiness, patient satisfaction scores, complaint resolution metrics, staff turnover, workforce utilization, and service excellence indicators. Provide timely operational reports, strategic recommendations, and performance dashboards to the Chief Executive Officer and Board of Directors to support organizational decision-making and long-term growth.The Chief Operating Officer will have executive authority over departmental managers and operational leaders, including Operations, Human Resources, Nursing (operational supervision), Quality & Patient Safety, Front Office & Customer Service, IT/HIS, Facility Management, and operational coordination with Finance. The role carries responsibility for operational planning, implementation of organizational policies, staffing optimization, operational restructuring, service development, crisis management, capital expenditure recommendations, and execution of strategic initiatives aligned with the organization's long-term vision and commercial objectives.
