HSE Officer
Job Location : Dubai, UAE
Key Responsibilities :
• Implement and monitor the organization's Health, Safety, and Environment (HSE) management system.
• Ensure compliance with company policies, client requirements, and local HSE regulations.
• Conduct regular site inspections, audits, and risk assessments to identify hazards and recommend corrective actions.
• Monitor construction activities to ensure safe work practices and the proper use of personal protective equipment (PPE).
• Deliver safety inductions, toolbox talks, and HSE training programs for employees and contractors.
• Investigate incidents, accidents, and near misses, prepare reports, identify root causes, and recommend preventive measures.
• Maintain HSE records, permits, inspection reports, and incident documentation.
• Coordinate emergency preparedness activities, including drills and response planning.
• Monitor environmental controls such as waste management, dust control, noise, and pollution prevention.
• Ensure that work permits (e.g., hot work, confined space, work at height, excavation, lifting operations) are properly issued and followed.
• Support safety campaigns and promote a positive safety culture across the project.
• Coordinate with project managers, engineers, subcontractors, and clients on HSE matters.
• Follow up on corrective and preventive actions until they are effectively implemented.
• Prepare weekly and monthly HSE performance reports for management.
Qualifications :
• Diploma or Bachelor's Degree in Engineering, Occupational Health & Safety, Environmental Science, or a related field.
• 3–8 years of HSE experience in construction, infrastructure, industrial, or oil & gas projects.
• Experience in civil construction projects is preferred.
Certifications :
• NEBOSH International General Certificate (IGC) or equivalent.
• IOSH Managing Safely or Working Safely.
• First Aid and Fire Safety certifications (preferred).
• OSHA certification (preferred).
Technical Skills :
• Hazard Identification and Risk Assessment (HIRA)
• Job Safety Analysis (JSA)
• Permit-to-Work (PTW) systems
• Incident investigation and root cause analysis
• Emergency response planning
• HSE audits and inspections
• Knowledge of ISO 45001 and ISO 14001 standards
• Microsoft Office (Excel, Word, PowerPoint)
