JOB RESPONSIBILITIES:
• Perform hazard identification and prepare Task Risk Assessments/Job Safety Analysis.
• Develop and implement project specific HSE plans and procedures.
• Implements commissioning procedures.
Manages Pre-Commissioning, Commissioning, Start Up and Operation Permit To Work (PTW) system.
Ensures that the site specific PTW procedures and safety guidelines comply with the local rules and regulations.
• Leads the PTW team to ensure that they carry out their tasks in line with the standards and procedures
• Overseeing all day-to-day construction and pre-commissioning / commissioning and operation

• Issue of permit and ensure its proper functioning at site and cancellation.
• Lead a team of HSE engineers & officers and conduct coordination meetings with them to address the concerns on daily basis.
• Preparing Permit to Work (PTW) and review the precautions and safety regulations for Pre-Commissioning & Commissioning activities.
Confined Space Entry Authorization (If CSE required), Excavation Authorization (If Excavation is
required), and Box-Up Certificates (Required for initial closure of CSE)
Preparation and implementation of Lockout & Tag out (LOTO) procedure.
• Lead the site safety toolbox talk program by identifying proactive and reactive site issues.
• Ensure adequate number of welfare facilities such as rest shelters, toilets blocks, drinking water stations etc. are established and maintained at site.
• Carryout site surveys to see that safe work practices are in operation; ensure that observation
• Maintain permit register subjects contains, “Authorization, Validation, Renewal, Suspension and
Cancellation.
• Ensure additional documents are clearly prepared and attached with permit Risk Assessment
(RA), Job Safety Plan (JSP), Method of Statement (MSDS). Blind checklist.
• Cards are raised for unsafe acts/conditions and ensure corrective actions are taken accordingly.
• Develop HSE signboards/signage’s for various site activities and ensure these are displayed at site during the execution phase.
• Coordinate with client’s field HSE advisors/officers and address the concerns on daily basis.
• Conduct Fire and Medical Emergency Drills at job site to increase the awareness of employees on how to react and deal with real emergencies.
• Manage and conduct different Health, Safety and Environment Campaigns to increase the knowledge of workforce about HSE and discuss the preventive measures.
