Lead Project Control Engineer (Dealing with Project & Cost Control / Budget / Contracts)

Responsible for Capex/Opex budgeting, financial administration, contract administration of multi million dollars Mega projects like Jurassic Production Facilities (JPFs 1,2,&3), Small Boats Harbor Projects, Construction New Gathering Centers, Early Production Facilities, Construction of Mega Complex, Mega Transit line, Flowlines for new drilled wells etc.

The Major work assignments are :
Budget (Capital Budget - Capex / Operation Budget –Opex) Activities & follow-up :

? Reviewing the Project Stage Gate System (PSG) and support to raise DSPs for requesting teams
? Upon completion DSP 3.0, Review and get approval of Capital Project Proposals (CPP ) as per Delegation of Authority – DOA through eBeams and closed upon work completion.
? Review and raise Budget Proposal (BP) upon DSP 3.2 closed in eBeams and proceed with Capital Budget approval
? Close DSP 4-0 in ebeams through the controlling teams
? Yearly budget re-phasing, carry overs,
? Prepare 5 Years Budget estimate and Manage
? Responding to State Audit Buru (SAB)

Authorization for Financial Expenditure (AFE) Management

Responsible for Consultancy Contract, reviewing project requisites and progresses in accordance with Consultancy Contract also, analyze the Cost, Budget and Pricing details.

Also, actively involved and contributed in preparation of Project Management Consultancy (PMC) Contract to line up PMC for the mega grass root refinery project (NRP) :

Responsibilities include:
1. Consultancy for Project Engineering Services with M/s. Fluor Daniel, The Netherlands
Responsibilities include Contract Coordination and Administration of Consultancy Contract with Fluor Daniel such as:
? Review EPC contract annexes covering contract pricing in co-ordination with PMC, progress measurement and schedules of rates for contract changes.
? Responsible to ensuring that all project costs are controlled and accurately reported in line with project procedures
? Responsible for promotion of Value engineering practice at all times
? Monitor PMC contractor's performance from a cost perspective (accruals, actual and cash control trends, forecasts etc.).
? Implement and manage the Trend/Change control system for the PMC contract (incl. meetings/trend register/change order approval process/trend estimating/forecast variance etc) and with the assistance of the Lead Planning Engineer who shall supply schedule information, apply the procedures within the PMT's and PMC / EPC Contract management team. Provide suitable trend reports to the PMT to ensure the PMT are fully aware of all variances to the PMC/EPC contract and the required activities to maximize positive trends and minimize negative trends. Follow up on PMT actions to ensure such trend control activities are properly implemented with the PMC/EPC contractor.
? Develop and maintain Work Breakdown Structure (WBS) to support project cost sharing requirements. Ensure all project commitments and expenditures are structured in accordance with the WBS. Prepare cost reports in accordance with cost sharing methodology.
? Create monthly, annual and ad-hoc cost reports and forecasts as required and produce cost presentation materials as requested by the EPC Contract Resident Engineer and Project Controls Central Office.
? Prepare, implement and administer all aspects of Project cost engineering activities across the project to develop and maintain accurate Cost Estimating, Reporting and Forecasting in accordance with the requirements of the Project Controls Procedures and as directed by the Lead Cost Engineer
